An analysis on the case of fraud about Employment Insurance: Focus on cases about Employment Insurance Appeal Com

Abstract
Employment Insurance (EI) has experienced many changes for 20 years after its introduction. Among them, the aspect of fraud benefit has changed a lot. Through qualitative contents analysis of the review cases of employment insurance, which are cases of objection to fraud benefits of EI, this study reviewed the changing process of the system of the fraud benefits of EI, and deduced policy implications. This study aims to consider the compatibility of the reality and the institution by analyzing the changing process of the system from the standpoint of recipients, and search ways to improve the system of fraud benefits of EI. The result of this study is as follows. First, as for the aspects of fraud benefits of EI, the diversity and complexity increased as the system matured, and as the awareness of the system grew, so did the intention to abuse it. Second, the issues that were highlighted at Employment Insurance Appeal Committee (EIAC) were reflected to the system and affected the change of the system. Lastly, the judgment of EIAC was relatively flexible from the view point of recipients, while the administrative process of administrative agencies regarding recipients was still inadequate compared to the initial stage of the system.
